As the risks and devastating effects of climate change become an increasingly tangible reality, we need an unprecedented level of climate action. If the EU is to achieve its climate and energy objectives, Member States must take responsibility for implementing EU legislation and for planning and delivering national climate policies and measures. Unfortunately, despite being also a legal obligation, national progress is lagging behind. The LIFE Plan4Climate project aims to contribute to the accelerated implementation and more ambitious planning of climate action in EU Member States. The overarching goal is to ensure that the EU not only meets but exceeds its climate and energy targets, in line with its fair contribution to the objectives of the Paris Agreement.
LIFE Plan4Climate will focus on monitoring NECP implementation and on participating in the drafting (2028–2029) for the upcoming NECPs. On the one hand, it will monitor if Member States take the necessary steps to ensure an early and effective public consultation, in line with the Governance Regulation and the Aarhus Convention. On the other hand, project partners will actively participate in the consultations and stakeholder meetings during the process and encourage participation and dialogue with national stakeholders to ensure that final NECPs are fit for purpose.
On the other hand, public acceptance and support are indispensable for the successful implementation of ambitious climate and energy policies across the EU. LIFE Plan4Climate will strengthen public acceptance of climate action in two complementary ways. First, it will generate knowledge and raise awareness of the socio-economic benefits of climate action and of how equity can be embedded in the energy transition. Second, the project will monitor and inform the allocation of resources and the development of national policies addressing the social dimension of climate action and the energy transition, notably (though not exclusively) by monitoring and informing the implementation of the Social Climate Plans.
